Purpose
Convert normative CCSDS protocol content into implementation priorities, architecture boundaries, and verification obligations.
Normative Section Mapping
- Section 3: SPDU formats and encode/decode behavior
- Section 4/6: COP-P logic (FOP-P, FARM-P, sequence/retransmit)
- Section 5.1-5.6: session state, frame behavior, physical abstraction interfaces
