Why This Structure

The old planning pack was based on CCSDS deliverables only; this structure separates assumptions and prevents cross-track confusion.
Organizing by source type makes traceability clearer: every planning artifact points back to a specific competition source document.
This layout supports parallel work: one subgroup can own deliverables planning while others own interoperability, conformance, and submission packaging.

Working Rule

When editing or extending docs, place updates inside the relevant track and source-type folder so rationale and requirements stay tied to source evidence.
